- Public Comments
Ellen Leonard addressed the Council with concern regarding people not being informed in a timely matter about meetings that live within 300 feet radius of their property when neighbors are changing things, the city having the right logos on all City forms, and she would like for the agendas to be on the web site before the meetings.
- Action on Minutes
Council Member Cantwell made a motion to approve September City Council minutes. Motion was seconded by Council Member Carmical. Motion passed unanimously,
- Treasurer Report and Action on Financials.
Street Fund has $314,535.23 on hand Street Fund is $19,497.29 under budget General Fund 1,473,334.02 on hand General Fund is $9,562.46 under budget
Council Member Carmical made a motion to approve the financials for September 2017. Council Member Formanek seconded motion. Motion passed unanimously.
- Old Business
8-1 Rustic project Mayor Stout stated A.P.A.Chad a must start by date of October 9, but the state contract allowed for a 25-day grace period and they did invoke that clause. They must start now by November 1st, Mayor Stout also stated it should be done in three days when the start.
8-2 FEMA Mayor Stout met with FEMA and they have changed the individuals handling the City of Little Flock claim. Mayor Stout indicated that he was concerned about comments made from the new individual, and he would be addressing with FEMA leadership. Mayor Stout has a meeting Wednesday 18, 2017 with FEMA managers. Mayor Stout stated he will provide an update
8-3 BCWD 1 City of Little Flock Building inspector Terry Gosnell will be doing gas and Water inspections as part of his normal inspection routine. Copper Ridge raised a concern about utility easement extending 30′ past the street easement. BCWD indicated that their normal easement is 15′. Mayor Stout will discuss with City Engineering about utility easements.
8-4 Park Grant The City was awarded and has received the matching park grant of $15,000.00 for the park restrooms, Mayor Stout has received two bids and is waiting on a third.
8-5 Tri-Mag Attorney Rhoads announced that the lawsuit has been dismissed.
9. New Business
9-1 Resolution 2017-013 Millage Rate Adoption
Council Member Cantwell made a motion to adopt Resolution 2017-013. Council Member Milholen seconded the motion.

9-2 Ordinance 2017-013 Building Codes Adoption
Council Member Phillips made a motion to read Ordinance, Council Member Milholen seconded the motion. Motion passed unanimously.
City Attorney Rhoads read Ordinance 2017-013 Building Codes
Council Member Cantwell made a motion to suspend the rule requiring three reading of Ordinance 2017-013 Building codes. Council Member Milholen Seconded the motion.

Council Member Cantwell made a motion to adopt Ordinance 2017-013 Council Member Milholen Seconded the motion.

Council Member Cantwell made a motion the emergency clause for Ordinance 2017-013 be adopted, Council Member Miholen seconded the motion.
